This structure keeps the program focused on the transition window when investigators are moving from mentored support to independent funding and need targeted resources and publishable results.

The R03 mechanism is intentionally modest and time-limited. Projects are expected to be achievable quickly, with limited resources, and completed within no more than two years. The maximum award amount listed for this opportunity is $75,000 (award ceiling). The kinds of studies NHLBI is looking for are practical, self-contained efforts that can generate preliminary data or proof points that make a later, larger application more competitive. Examples include pilot or feasibility studies, proof-of-concept projects, secondary analyses of existing datasets, small stand-alone research projects, development of new methods or technologies, or building novel experimental models. The eligible applicant organizations are broad and include many common U.S. entities that can host NIH grants, such as public and private institutions of higher education, nonprofits (with or without 501(c)(3) status), for-profit organizations (other than small businesses), small businesses, and various levels of government (state, county, city/township, special district), as well as independent school districts and public housing authorities/Indian housing authorities. The FOA also highlights additional eligible categories such as Historically Black Colleges and Universities (HBCUs), Hispanic-serving institutions, Tribally Controlled Colleges and Universities (TCCUs), Alaska Native and Native Hawaiian Serving Institutions, and Asian American Native American Pacific Islander Serving Institutions (AANAPISIs), along with faith-based or community-based organizations, eligible federal agencies, regional organizations, and U.S. territories or possessions, among others.

Non-domestic components of U.S. organizations are also not eligible, and foreign components, as NIH defines them in its Grants Policy Statement, are not allowed under this announcement. That keeps the work fully within eligible domestic institutional structures.
