Opportunity Information: Apply for PDS PRISTINA FY23 02
The Independent Media Program is a discretionary grant opportunity offered by the U.S. Department of State through the U.S. Mission to Kosovo (U.S. Embassy in Pristina). It seeks proposals from eligible organizations to design and deliver programs that help Kosovo-based independent media become more sustainable, expand their audience reach, and better withstand both misinformation and disinformation pressures as well as cyber threats. The overall intent is to strengthen the ability of independent outlets and partner civil society actors to provide accurate, unbiased information to the public, especially in an environment where malign narratives and digital attacks can erode trust, disrupt reporting, and weaken democratic accountability.
Projects funded under this Notice of Funding Opportunity are expected to align with one or more of five focus themes. First, proposals can center on increasing audience share and long-term viability for independent media that serve Kosovan audiences, with specific attention to underserved communities and socially marginalized groups. The aim here is to reduce reliance on mis- and disinformation, particularly narratives seen as undermining U.S. and Euro-Atlantic interests in Kosovo and the wider Western Balkans. Second, proposals may prioritize strengthening the capacity of civil society and independent media organizations to prevent, respond to, and recover from cyberattacks so they can continue reporting, promote transparency, and hold institutions accountable at both national and local levels. Third, the program invites work that builds the capabilities of Kosovo ethical hacker organizations to identify vulnerabilities, help partners shore up defenses, and communicate more effectively with both organizations and the broader public about cyber risks, including the potential for hostile actors to access sensitive information or critical infrastructure.
A fourth theme supports media literacy and critical thinking efforts, especially campaigns or activities aimed at youth from underserved minority communities who may be targeted by disinformation or particularly vulnerable to misinformation. These projects should help young people recognize manipulation, analyze sources, and reject false narratives. The fifth theme encourages proposals that create or deepen partnerships between independent journalists (including minority-community media) and youth audiences through structured engagement with organizations, schools, and universities. These activities are intended to counter misconceptions about journalism, explain why independent reporting matters in democratic societies, and motivate young Kosovans to consider careers in independent journalism.
